Trump to Announce $6.6 Billion Investment in Baltimore Submarine Facility

President Trump is set to announce a significant investment of $6.6 billion dedicated to constructing critical components for Virginia-class submarines in Baltimore. The initiative, a joint effort between the federal government and defense contractor Anduril Industries, aims to enhance U.S. maritime superiority and revitalize American manufacturing.

Anduril Industries will contribute $3.7 billion in capital, while an additional $2.9 billion will come from a contract between the company and the U.S. Navy. The facility, designated Arsenal 2, will be established at Sparrows Point, the site of a former Bethlehem Steel plant. Its primary function will be the production of torpedo tubes and, eventually, ship sections, including bows and sterns.

White House deputy press secretary Anna Kelly stated that the investment fulfills President Trump's commitment to strengthening the nation's defense industrial base and manufacturing sector. The project is expected to generate over 13,000 direct and indirect jobs and contribute approximately $2 billion in annual economic output. Kelly added that the Trump administration's maritime action plan, released earlier this year, focuses on rebuilding U.S. shipbuilding capacity, reforming workforce education and training, protecting the maritime industrial base, and reducing regulatory burdens.

The United States currently operates 26 Virginia-class submarines, with a goal to produce two per year. These nuclear-powered attack submarines are the successors to the Cold War-era Los Angeles-class submarines. This investment comes as the U.S. seeks to counter the growing naval capabilities of other nations, particularly China, which is seen as a competitor in both naval power and commercial shipping.

In a related development earlier this year, the Navy canceled a plan initiated under former President Joe Biden to overhaul the USS Boise, a Los Angeles-class submarine. Billions in funding originally allocated for the Boise's renovation were redirected towards Virginia-class submarines. The original contract for the USS Boise's overhaul was valued at $1.2 billion, but costs had significantly increased over time.
