President Donald Trump has signed into law a comprehensive sanctions bill aimed at penalizing Russia's economy by targeting major purchasers of its oil and gas. The legislation, previously passed by the US House of Representatives, grants the president broad authority to impose tariffs of up to 100% on the top five buyers of Russian energy resources, with China and India being the most significant among them.

The bill, officially titled the Lindsey O Graham Sanctioning Russia and Iran Act of 2026, also extends sanctions to Iran's energy and weapons sectors. It includes provisions for exceptions for countries importing less than 15% of their natural gas from Russia and demonstrating efforts to reduce their dependence. Among the measures are sanctions against Russian President Vladimir Putin, senior government officials, financial institutions, and the network of tankers used to circumvent existing sanctions.

Senator Richard Blumenthal described the legislation as "scorching sanctions" intended to "throttle Putin's war machine." Data indicates that China was the largest importer of Russian crude between December 2022 and August 2026, accounting for 50% of exports, followed by India at 37%. Turkey and the European Union each represented 5% during the same period, though Russian energy exports to the EU have been declining.

The bill is named in honor of the late Senator Lindsey Graham, a prominent supporter of Ukraine. Graham had consistently advocated for stronger measures against Russia for its invasion of Ukraine in February 2022. Ukrainian President Volodymyr Zelensky expressed his support for the bill, noting the symbolic timing of its passage in the House of Representatives shortly after a Russian attack on Ukraine.

Senator Graham died on July 11. President Trump, speaking at the time, stated that Graham "died doing the work he was born to do." Graham was recognized as a leading advocate for Ukraine in Washington, particularly amid divisions within the Republican party regarding US foreign involvement and aid to Ukraine.
