Former U.S. President Donald Trump has indicated a significant shift in defense policy by offering Ukraine a license to manufacture Patriot missile interceptors and suggesting Turkey could rejoin the F-35 stealth fighter program. These statements, made during recent NATO discussions, signal a commitment to the alliance and send a message to Russia, according to observers.
Trump's remarks on July 8, stating he would grant Ukraine a license to "make Patriots yourself," aim to bolster Ukraine's air and missile defenses against escalating Russian attacks, which increasingly include ballistic missiles and drones. While Ukraine has been effective against drones, it faces challenges intercepting ballistic missiles. The proposed licensing, though symbolic in the short term due to production complexities, underscores a commitment to Ukraine's defense.
Boosting Patriot production is a high priority for the U.S. and its allies. Lockheed Martin, the lead contractor, has received substantial investment to increase output of the advanced Patriot variant. Subcontractors like Boeing have expanded facilities to meet demand for critical components such as missile seekers, which are essential for the interceptors' precision targeting capabilities. NATO allies, including Poland, are also integrating into the Patriot supply chain, with Polish companies manufacturing components and establishing service centers for the missile system.
Regarding the F-35 program, Trump expressed support for Turkey's return to the F-35 Lightning II stealth fighter program. Turkey, a NATO ally, was removed from the program in 2019 after purchasing the Russian S-400 air defense system. Concerns at the time centered on the potential for Russian technology to compromise the F-35's stealth capabilities. However, with Turkey developing its own missile defense systems and operational security concerns diminishing, Trump suggested that F-35s operated by the Turkish air force could enhance deterrence against Russia, particularly over the Black Sea and NATO's southern flank.
