Former President Donald Trump announced that he would issue a $5,000 dividend to every adult American if Republicans secure victories in both the House of Representatives and the Senate in the upcoming midterm elections. Trump made the pledge during a speech at the Republican party's convention in Dallas, Texas, stating the funds would boost American spending power.

"If the Republicans win the House of Representatives and the United States Senate, both of them," Trump said, "I will issue a dividend to every adult citizen in the United States of America for $5,000."

The former president, who dubbed the proposal "Trump Dividends," did not provide details on how the plan would be funded or implemented, nor did he specify if he would seek congressional approval for the spending. He expressed a desire for the money to be spent domestically, saying, "We don't want you going to Canada to spend the money. We don't want you going to China, to Germany. You got to spend the money in the United States of America." It remains unclear how such spending would be monitored.

This is not the first time Trump has proposed direct financial payouts to Americans. He has previously suggested $2,000 checks funded by tariff revenues. Other politicians have also made similar electoral promises; for example, Democrats in Georgia offered $2,000 relief payments if their party gained control of the Senate during the COVID-19 pandemic.

The legality of such promises has been a subject of discussion. Federal law prohibits payments intended to influence voting. However, some experts suggest Trump's pledge could be interpreted as a legal tax cut promise. An election law expert consulted by The New York Times indicated that the promise might also be protected under the First Amendment's free-speech provisions.
