President Donald Trump announced Tuesday he is nominating acting Navy Secretary Hung Cao to permanently lead the Department of the Navy. Trump described Cao, a former Navy special operations officer, as a "true WARRIOR" on the social media platform Truth Social and urged the Senate to confirm him swiftly.

Cao has been serving as the acting secretary for the past four months, overseeing the Navy and Marine Corps. During this period, the Trump administration has emphasized expanding U.S. shipbuilding and strengthening the military's maritime capabilities. Trump stated on Truth Social that the Senate should confirm Cao, referred to as a "Warfighter," as soon as possible to allow him to continue his work.

Cao, who expressed gratitude for the nomination, indicated that his priorities would remain focused on shipbuilding and homeland defense. "It’s an honor of a lifetime to lead the great warriors of the Navy and Marine Corps team," Cao wrote on X. "I’m grateful for your leadership and support as we continue to get after shipbuilding and ensure the defense of the homeland."

A retired Navy captain, Cao served 25 years in the Navy after graduating from the U.S. Naval Academy. His military service included deployments to combat zones such as Iraq and Afghanistan, as well as time in special operations. He later pursued a career in politics, unsuccessfully running for Congress in 2022 and for the Senate against Democrat Tim Kaine in 2024. Trump had endorsed Cao during his Senate campaign, highlighting his military background.

If confirmed by the Senate, Cao would formally assume leadership of the Department of the Navy, which encompasses both the Navy and the Marine Corps.
