Trump Envoys to Meet Ukrainian Officials in Miami for Peace Talks

Former President Donald Trump's envoys for Ukraine, Jared Kushner and Steve Witkoff, are scheduled to meet with Ukrainian officials in Miami on Friday to discuss potential peace proposals. Ukrainian President Volodymyr Zelensky confirmed the upcoming talks, which come as the conflict with Russia is described as a "dangerous stalemate."

Zelensky stated that the Ukrainian negotiating team, including chief of staff Kyrylo Budanov and top officials Rustem Umerov, Sergiy Kyslytsya, and David Arakhamia, is expected to meet with Kushner and Witkoff for a two-day session. Zelensky also indicated that a European team is anticipated to join their negotiating group.

Earlier on Thursday, Secretary of State Marco Rubio commented on the conflict, calling it a "dangerous stalemate." Trump himself had previously stated his intention to speak with Russian President Vladimir Putin by phone, following reports of a plague death in a Siberian lab. Trump has been seeking to arrange trilateral talks involving Russia, the United States, and Ukraine.

A source told Reuters that Witkoff and Kushner would hold a working session with the Ukrainians to explore "new ideas and proposals that American negotiators began developing with the Russians and Ukrainians during their recent visit to the region." Representatives from the White House National Security Council and the U.S. Treasury Department are also expected to attend.

American negotiators have extended invitations to national security advisors from the United Kingdom, France, and Germany, as well as officials from NATO and the European Union. The discussions are reportedly set to cover security guarantees for Ukraine, post-war prosperity plans, and other aspects of the ongoing conflict.

European nations have reportedly expressed frustration to the United States regarding high energy costs and other significant financial impacts stemming from the conflict. "It will be a tough winter if the war does not stop. So, the United States is trying to mediate with the sides with the goal of creating a unified proposal," a source stated.

Zelensky had previously indicated that the United States aimed to revive peace efforts, potentially by the end of October. The Kremlin had also suggested in the past month that three-way talks could occur in October.

Previous negotiation attempts have not resulted in substantial progress, with Moscow maintaining maximalist conditions for ending the fighting. In late September, Trump claimed that Ukraine's drone attacks on Russian refineries had disrupted Russia's diesel industry, while asserting that his administration's policies had driven U.S. diesel prices to record highs. Trump had reportedly urged Zelensky during a phone call to cease strikes on Russian energy sites, aiming to stabilize global fuel prices.

Despite these diplomatic overtures, the fundamental demands of Moscow and Kyiv, particularly concerning territorial concessions, remain starkly opposed. Russia has also intensified its air campaign against Ukraine, targeting the power grid ahead of winter in an effort to demoralize the civilian population. Earlier in September, Kushner and Witkoff held discussions with Putin in Moscow and subsequently met with Zelensky in Kyiv.
