U.S. President Donald Trump announced a deal that would see Hamas disarm and Israel withdraw its forces from the Gaza Strip. Hamas has communicated its agreement to the terms of the deal, according to The Associated Press. Israel has not yet issued a public statement regarding the agreement.

The accord, detailed in a document titled "A Roadmap for Completing the Implementation of President Trump’s Comprehensive Peace Plan in Gaza," outlines a framework for peace based on principles of ending conflict, facilitating Palestinian governance, and enabling reconstruction and economic development.

According to the document, Israel is committed to completing its remaining obligations under the Sharm el-Sheikh Protocol, including a cessation of military operations. Hamas and other Palestinian factions are also to cease all military operations. A timetable for implementation will be prepared within 14 days of the parties approving the roadmap, subject to extension by an International Verification Committee (IVC).

Upon approval of the roadmap and completion of the timetable, the National Committee for the Administration of Gaza (NCAG) is slated to enter the Strip and assume its responsibilities. The IVC, comprising representatives from guarantors, the Board of Peace (BoP), and the International Stabilization Force (ISF), will certify mutual compliance before proceeding to the next phase.

The plan stipulates that Hamas and other factions will transfer all civilian governance and security functions to the NCAG, which will operate with full independence during the transitional period. The NCAG will maintain civil institutions, ensure public services, and conduct an audit of financial and administrative affairs, with international support. The plan also addresses financial commitments up to $400 million USD for suppliers and contractors, to be implemented gradually over three years.

Regarding security, the roadmap emphasizes "One Authority, One Law, One Weapon" in Gaza. The NCAG will be responsible for registering weapons, issuing licenses, and enforcing laws. A process for decommissioning heavy weapons, military production sites, depots, and tunnels is to begin after the Sharm el-Sheikh Protocol commitments are met, the NCAG enters Gaza, and the ISF is deployed. This process will be linked to a phased Israeli withdrawal from Gaza and the decommissioning of militias, all monitored by the IVC and supported by the ISF. Ultimately, only the NCAG will hold or control weapons in Gaza.

The ISF will be deployed to separate Israeli forces from NCAG-controlled areas and will monitor compliance with the ceasefire, train Palestinian police, and facilitate humanitarian aid. Israeli forces are to complete a phased withdrawal according to an agreed-upon timetable, consistent with the peace plan and without forced displacement from the Strip. The NCAG will manage internal security incidents.

Reconstruction of Gaza will be planned and supervised by the BoP and NCAG, in accordance with relevant laws and international standards.
