Tories Claim Rayner Dictating UK Migration Policy After Mahmood Hints at Reforms Climbdown

Conservative lawmakers have accused Angela Rayner of effectively dictating Britain's migration policy, claiming that Home Secretary Shabana Mahmood has surrendered to the Labour Left following a speech that hinted at a climbdown over proposed immigration reforms. The Tories contend that Rayner's opposition has weakened Mahmood's stance on changes that would extend the waiting period for migrant workers to gain permanent residency in the UK.
Mahmood, speaking at the Labour conference, indicated a shift in the government's approach, suggesting a desire to "balance fairness" in immigration policies. This has been interpreted as a signal that plans to increase the waiting time for Indefinite Leave to Remain (ILR) from five years to as many as 15 years may be diluted. The Home Secretary stated that the government is considering feedback from a consultation on these changes.
Chris Philp, the Conservative Party's shadow home secretary, criticized Mahmood's potential move, telling The Sun that she appeared to be "giving in" and "surrendering to the forces on the Left, led by Angela Rayner." Philp asserted that Rayner is now "dictating Britain's migration policy" and labeled the situation an "act of weakness."
Philp also reiterated the Conservative Party's ambition for "net negative migration," a scenario where more people leave the country than arrive annually. He also proposed deporting low-wage migrants earning under £30,000 once their temporary work visas expire.
Prime Minister Andy Burnham, when questioned about suggestions that Mahmood's visa reforms might be abandoned due to Rayner's 'un-British' branding, stated that the reforms must "strike the right balance." Responding to whether he sided with "Team Shabana" or "Team Angela," Burnham replied, "I'm both of them, I'm Team Angela and Shabana." He explained that the government is in the process of reviewing a range of views submitted during the consultation period.
A Labour source defended the party's approach, stating, "The Tories surrendered control of our borders. This Labour Government is restoring control with net migration down over 80 per cent and small boats down over 40 per cent."
