Steve Hilton Demands Laptop Evidence on Becerra's Handling of Migrant Children
Gubernatorial candidate Steve Hilton is calling on federal officials to release records, including a former contractor's laptop, that he claims could shed light on what Health and Human Services Secretary Xavier Becerra knew about migrant children being handed over to traffickers.

Republican gubernatorial candidate Steve Hilton is demanding that federal officials release records, including a former federal contractor’s laptop, which he alleges could reveal the extent of Health and Human Services Secretary Xavier Becerra's knowledge regarding migrant children being handed over to traffickers during the Biden administration.
Hilton claims that Becerra and the White House were aware that children were being delivered to sex and labor traffickers. He made this demand in a letter sent Monday to Homeland Security Secretary Markwayne Mullin. The letter identifies Tarek “Joey” Kadourah, a former supervisor for the federal contractor MVM, as the whistleblower. Kadourah’s team was responsible for transporting migrant children from government facilities to their sponsors.
"If the testimony of whistleblowers is accurate, and the contents of the laptop are as reported, the role of Xavier Becerra and the Biden White House in the trafficking of thousands of migrant children represents one of the biggest and most shocking scandals in U.S. government history," Hilton wrote in the letter. Hilton’s campaign has reported expenses for Kadourah’s travel for interviews in August.
In a separate interview with journalist Lara Logan, Kadourah alleged that agents reported witnessing children crying, girls attempting to escape during transportation, and adults with gang tattoos collecting children. Kadourah stated that he repeatedly alerted his supervisor about these incidents but was told that the individuals had been vetted and that he should "keep your mouth shut."
Hilton's letter asserts that Kadourah's laptop "apparently contains evidence" suggesting Becerra and the Biden White House were aware of children being transported by the government directly to traffickers. However, the letter does not provide specific details about the laptop's contents or confirm that investigators have substantiated Kadourah's allegations.
Hilton also stated in his letter that his campaign had been informed that Homeland Security Investigations was examining the matter, "including specifically the role of Xavier Becerra." The letter did not offer independent confirmation of this claim.
A spokesperson for the Becerra campaign, Jonathan Underland, criticized Hilton's claims, stating, "Nothing is working, so he’s inventing Q-Anon brainrot to distract from a weak policy platform that would make billionaires richer and hurt working families."
The Department of Homeland Security did not immediately respond to requests for comment. The letter references information from former border czar Tom Homan, who claimed that approximately 140,000 children remain unaccounted for. The letter does not specify how many of these children were confirmed missing versus those unreachable through government follow-up. Hilton also alleged that some children placed in dangerous situations have died.
In August, John Fabbricatore, a former senior adviser at HHS’ Office of Refugee Resettlement, told The Post that investigators had found more than 40 migrant children dead, some of whom had reached adulthood by the time of the discovery, and others who were victims of sex trafficking, murder, or slave labor.
Hilton urged current HHS Secretary Robert F. Kennedy Jr. and congressional investigators to work with Homeland Security Secretary Mullin to determine what Becerra knew and how he responded to the warnings he allegedly received from staff and contractors. Hilton concluded, "Becerra is now asking the people of California to make him their governor. They deserve to know the truth about what he did before they cast their votes."
