Scottish Justice Secretary Neil Gray has defended the significant costs associated with First Minister John Swinney's recent trip to the World Cup, stating it was a worthwhile use of taxpayer money. The total expenditure for Swinney's visit, which included travel, accommodation, and car hire, amounted to nearly £100,000.

Gray, who himself faced scrutiny in the past for using taxpayer-funded limousines to attend football matches, asserted that the trip was proportionate and beneficial for Scotland's international standing. "We can see around the world the impact that Scotland’s participation in the world cup has had, from the Tartan Army to our soft power reach and the ability of us to make significant international connections," Gray stated in defense of the spending.

He specifically defended the decision for Swinney and two senior aides to travel business class, a choice that incurred nearly £50,000 in flight costs. Gray argued that such travel is necessary for ministers to arrive rested and prepared for their duties. "These are busy trips for ministers and it is right that they are able to arrive fresh, they are able to arrive in a way that means they are able to participate and do their work immediately. So I think that’s a proportionate use, yes," he said.

First Minister John Swinney also addressed the costs, attributing them to high demand and limited availability of flights to the U.S. for the World Cup. "Obviously, when flights have got to be booked, when there’s intense pressure on the time involved, then the costs are likely to be higher," Swinney commented, adding that efforts were made to minimize expenses.

The breakdown of costs reveals that Swinney's own business class flights totaled £17,893. His private secretary, John Webster, incurred £17,893 in flight costs, while special adviser and chief of staff Colin McAllister's flights cost £9,864. The remaining delegation members, including communications staff and officials from the Scottish Government's U.S. office, traveled economy class, with total flight costs for the group reaching £57,441. Additional expenses included £14,082 for hotels and £10,095 for car hire.

Details also emerged about a separate trip by Sport Minister Maree Todd to Miami from June 22-25 with four officials. Their travel, all economy class, cost £5,485. Hotel expenses for this trip were £2,810, car hire £5,458, and other expenses amounted to £550.

Critics, however, have condemned the expenditure, with Scottish Conservative leader Russell Findlay labeling the trip a "PR jolly" and accusing SNP politicians of hypocrisy regarding cost-of-living pressures. Findlay highlighted Swinney's flight cost alone at £18,000 as an "eye-watering sum" and criticized the entourage of eight staff, comparing the situation to ordinary Scots struggling to afford modest holidays.
