The U.S. Consumer Product Safety Commission (CPSC) has announced an urgent recall for approximately 963 Spiral Toys sold by the online retailer Shein due to a potentially deadly choking hazard. The toys, intended for children under the age of three, violate America's federal small-ball ban.
The recall, issued on September 3, specifically targets the Spiral Toy, which contains small balls. The CPSC warns that the product poses a risk of serious injury or death from choking, although no injuries have been reported to date.
These toys were available exclusively on Shein.com between September 2025 and May 2026, with prices ranging from $6 to $16. The affected products feature colored platforms that can be assembled into three, five, or seven levels, along with small yellow plastic balls, a bear-shaped head, or a bull head, and a basket at the top. The product SKU code is sl25013088678574868, and it was manufactured in China.
This is not the first time federal regulators have identified similar safety concerns with toys sold on Shein. In August 2025, the CPSC recalled about 260 three-tiered spiral tower toys sold by a third-party seller on Shein for violating the same federal small-ball ban. Similar products, such as Go Basketball toys sold on Amazon in 2025 and Beestech spiral tower toys sold on Amazon in April 2026, have also been recalled for the same violation.
The repeated recalls underscore the challenges consumers face on large online marketplaces, where identical or similar products may appear under different seller names, making it difficult to track previously flagged items.
The federal small-ball ban, established under the Child Safety Protection Act, has been in effect since 1995. It prohibits balls measuring 1.75 inches or less when intended for children younger than three, aiming to prevent choking, inhalation, or swallowing of small objects by this vulnerable age group.
This recall follows previous safety actions involving Shein products. In June, the company recalled approximately 160 pairs of children's pajamas that failed to meet flammability standards, posing a burn risk. In December 2025, about 40 Cubimana treehouse building sets were recalled due to accessible button-cell batteries in the LED lights, which could cause severe internal injuries if swallowed.
Shein, founded in China in 2008 and now headquartered in Singapore, has experienced rapid growth through a data-driven production model. The company has expanded from fast fashion into a wide range of goods, including children's items. Shein is the importer of record for this latest recall and is offering full refunds through its U.S. recall system. Affected customers can contact Shein at 833-853-8668 or use the company's online product-recall page, and must confirm the toy, including all small balls, has been disposed of.
