Sex Offender Bailed to Residence Near Victims, Met Police Commissioner Criticizes Bail Decisions and Tech Companies

Metropolitan Police Commissioner Sir Mark Rowley has criticized bail decisions that placed a convicted sex offender in close proximity to his victims, stating that "bail decisions were ultimately made that prioritised the offender's interests over the safety and the peace of mind of the victims." The offender, identified as 32-year-old Zafer Dogan, had admitted to multiple offenses.

Sir Mark highlighted the distress caused to a victim and their family, who felt compelled to move to temporary accommodation to escape living near Dogan. "They were so fearful, they ultimately felt forced to move to distant temporary accommodation, disrupting their lives and disrupting their children's lives, simply to escape being in the neighbourhood of the offender," he said.

The Commissioner also directed criticism towards "some grossly irresponsible technology and AI companies." He explained that Dogan had voyeuristically photographed children known to him and then used AI photo-editing technology to manipulate these images for his sexual gratification. "Companies must do more to prevent their platforms and tools from being used to facilitate sexual offending and harm," Sir Mark urged. He emphasized that "Innovation cannot come at the expense of public safety, and industry has a clear responsibility to help prevent these technologies being exploited by predators."

Sir Mark concluded that "Victims, in this case extremely young children and their families, deserve better from both the tech companies and the criminal justice system."
