Senator Tim Sheehy has voiced strong criticism regarding what he terms "crazy conspiracy theories" that he says are undermining America's defense capabilities. He specifically pointed to Section 1217 of the Fiscal Year 2027 National Defense Authorization Act (NDAA), which establishes the United States-Israel Defense Technology Cooperation Initiative. According to Sheehy, this provision has been the subject of a misinformation campaign fueled by rising antisemitism and hostility toward American influence.
Sheehy stated that claims suggesting Section 1217 merges the U.S. and Israeli militaries, places American troops under foreign command, or subordinates U.S. national security to Israel's interests are entirely false. He emphasized that the initiative is designed to build upon decades of existing intelligence sharing, defense research, and technology cooperation between the two nations to accelerate the development of capabilities that strengthen the U.S. military.
"Section 1217 does not alter America's constitutional chain of command. It does not place a single American service member under Israeli authority," Sheehy asserted. He described these claims as inaccurate and strategically nonsensical, noting the differing and global scope of military responsibilities for both countries. He also highlighted that neither nation would benefit from merging military commands, as it would decrease their respective effectiveness.
Sheehy characterized Section 1217 not as a clandestine operation but as a continuation of a defense partnership that has historically benefited U.S. forces. He noted Israel's advancements in areas such as missile defense, counter-drone technology, cyber defense, battlefield intelligence, and autonomous systems, arguing that the U.S. benefits from this knowledge while Israel benefits from American industrial capacity and research. He drew a parallel to battlefield principles, stating that superior technology, trusted allies, and military dominance are key to success, not political symbolism.
The senator stressed the current importance of technologies like artificial intelligence, cyber warfare, and autonomous systems in modern conflicts, citing their impact in Ukraine and the Middle East. He warned that adversaries such as China and Russia are heavily investing in similar advanced military technologies and are sharing tactics and capabilities. He argued that the U.S. cannot afford to hinder itself by refusing to collaborate with trusted allies while its adversaries cooperate freely.
Contrary to the narrative promoted by critics, Sheehy maintained that Section 1217 prioritizes American interests by leveraging technological breakthroughs and improvements that enhance U.S. security and save American lives. He used his home state of Montana as an example of the importance of preparedness and maintaining a strong, credible military.
Sheehy concluded by calling for legitimate policy debates on foreign policy and defense spending, asserting that antisemitic tropes disguised as national security concerns have no place in such discussions. He argued that the provision ultimately strengthens America, enhances military capability, and deters potential adversaries, aligning with the principle of peace through strength.
