Senate Again Fails to Pass War Powers Resolution on Iran

The Senate on Thursday failed to adopt a war powers resolution concerning the conflict in Iran, with a 49-50 vote underscoring divisions among lawmakers. Despite growing criticism of the ongoing engagement, the resolution did not garner enough support to pass.

Republican Sens. Lisa Murkowski, Susan Collins, Rand Paul, and Thom Tillis voted in favor of the resolution, joining all but one Democrat, Sen. John Fetterman. Democratic Sen. Angela Alsobrooks did not vote. The resolution would have required full attendance from Democrats and the support of five Republicans to pass.

The vote highlights the delicate political balance for vulnerable Republicans facing upcoming midterm elections. While some have expressed increasing concerns about the war's impact, particularly on energy prices, they have largely avoided measures that would directly confront President Trump's policy.

For instance, Sen. Jon Husted, in a competitive race, stated that the "war needs to come to an end as quickly as possible so that we can lower gas prices," yet he voted against the war powers resolution. Sens. Dan Sullivan and Roger Marshall, also in close reelection campaigns, likewise voted to defeat the measure.

Sen. Tillis supported the resolution for the first time, citing a lack of detailed information from the administration regarding a strategy to end the conflict. "They need to inform Congress more. They need to be clear on their strategic objectives, and they need to be more engaged," Tillis said, adding that his vote was intended to signal "it is time to engage Congress."

President Trump had initially projected the conflict in Iran to last four to six weeks. The war is now approaching its eighth month, with approximately 50,000 American service members still deployed in the region. Since the U.S. and its allies launched strikes against Iran, 18 U.S. service members have been killed and over 800 wounded.

The Senate has voted on Iran War Powers Resolutions 13 times, passing only one such measure. In late June, the Senate adopted a House-passed resolution when Sens. Collins, Murkowski, Paul, and Bill Cassidy supported it. At that time, Sens. Mitch McConnell and Dave McCormick were absent, allowing the resolution to pass.

Following the June vote, the administration maintained its strategy in Iran, describing the congressional efforts as "poorly timed and meaningless."

Since June, the Senate has attempted to pass war powers resolutions on Iran three times without success. Sen. Cassidy had previously switched his vote to oppose the resolution after a briefing with Trump administration officials. Cassidy, who had indicated he was undecided prior to the vote, declined to comment to reporters on Thursday as he was leaving the Capitol.
