The Senate has taken a significant step toward enacting sweeping sanctions against Russia, advancing a bipartisan bill that aims to cripple Russian President Vladimir Putin's war machine. The legislation, now renamed the Lindsey O. Graham Sanctioning Russia and Iran Act, was advanced following a period of negotiations and revamps.

The core objective of the bill is to halt purchases of Russian oil and gas, thereby cutting off a primary source of funding for the ongoing conflict in Ukraine. Senators leading the effort, including Sen. Richard Blumenthal, D-Conn., and Sen. Darline Graham, R-S.C., who has continued her late brother's work on the bill, highlighted the critical juncture of the war and the necessity of such measures.

Sen. Jon Husted, R-Ohio, noted that his initial conversations with the late Sen. Lindsey Graham often revolved around Russia sanctions, emphasizing Graham's passion for using such economic tools to end conflicts without military intervention.

The revamped package not only targets Russia's energy sector but also extends sanctions authority against Iran, aiming to impede funding for the country's weapons and energy industries. This addition comes as diplomatic efforts for a lasting peace agreement in the Middle East continue.

Further provisions within the legislation include targeted sanctions against Putin and Russian officials, potential tariffs of up to 500% on Russian imports, and tariffs of up to 100% on countries that purchase Russian energy, such as China and India. The bill also grants President Donald Trump flexibility regarding the timing of certain sanctions.

Ukrainian President Volodymyr Zelenskyy, a close ally of the late Sen. Graham, was in Washington to attend the senator's memorial service and engage with lawmakers and President Trump. Zelenskyy expressed condolences and discussed with President Trump potential collaborations on Patriot interceptor production and other initiatives to aid Ukraine's defense. He also emphasized the importance of reinvigorating diplomatic processes.

The legislative push represents a bipartisan commitment to honoring Sen. Graham's legacy through concrete policy actions aimed at international security and the support of Ukraine.
