Security Failures Plagued Utah Valley University Event Preceding Charlie Kirk's Assassination
An independent review identified a cascade of security lapses and questionable decisions that left the conservative activist vulnerable to a rooftop sniper.
A new report has detailed a series of security failures and flawed decisions at Utah Valley University that preceded the assassination of conservative activist Charlie Kirk on September 10, 2025. The independent after-action review found that the university did not conduct a formal security assessment or create a written action plan, ultimately leaving Kirk exposed to the sniper who killed him.
Despite concerns raised by some university officials about hosting the event outdoors, Kirk's organization, Turning Point USA, insisted on the courtyard location due to prior familiarity. The report stated that crucial decisions were deferred to Turning Point USA, rather than being managed through a comprehensive university security protocol. This oversight included failing to adequately consider the threat posed by surrounding buildings.
The outdoor venue presented significant security challenges, according to the review, yet the planning process lacked a documented line-of-sight assessment, a pre-event briefing, or a walk-through with security stakeholders. Coordination with the speaker's private security team and external law enforcement was also insufficient.
University officials did not implement standard public safety practices such as monitoring rooftops with drones or conducting bag checks and metal detector screenings. Campus police staffing levels were also reported to be below recommended numbers for an event attended by approximately 3,000 people.
Kirk, 31, was shot and killed by a sniper from a rooftop over 400 feet away while speaking in an outdoor courtyard. The independent review's findings come as Kirk's family has filed a wrongful death notice, alleging that the university's 'reckless' decisions directly led to his death.
Tyler Robinson, a Utah resident, has pleaded not guilty to charges of aggravated murder in connection with the assassination. Prosecutors have indicated that Robinson allegedly told a romantic partner he "had enough of his (Kirk's) hatred." A judge has ordered the case to proceed toward trial, though a date has not yet been set.
