Scotland has seen a surge in applications for "hyperscale data centres," a trend attributed in part to the country's abundant wind energy resources. Developers are attracted by the prospect of powering these facilities with green electricity, as Scotland often generates more wind power than it can transmit to consumers. This excess energy can either be exported to England or consumed closer to its source.

As of June 24, BBC Scotland News identified at least 23 data centre projects in the planning process. However, many experts believe a significant number of these are speculative and may not be realized. Despite this, local communities are expressing concerns about the potential impact of these large-scale facilities on their areas, with some proposed sites covering vast footprints.

One resident, Jamie Prentice from Blackdog in Aberdeenshire, voiced worries about a planned development that could transform the local landscape. He is concerned that the data centre would effectively turn his area into an industrial estate, impacting the scenic views and community character.

Experts caution that the abundance of renewable energy does not guarantee data centres will run exclusively on green power. During periods of low wind or insufficient sunlight, fossil fuel power stations might be required to meet the high energy demands of the servers. Dr. Callum MacIver has warned that this increased reliance on energy sources like gas could hinder Scotland's climate change targets. A proposed solution involves requiring data centre developers to match their projects with new green energy generation capacity, a measure that would necessitate government intervention.

Globally, political leaders have been hesitant to impose stringent regulations on data centres, despite warnings about potential unintended consequences. In Ireland, data centres consumed 23% of the nation's electricity last year, contributing to rising energy prices for consumers. While Scotland's electricity system operator is working to decouple electricity prices from high wholesale gas costs, analysts remain skeptical about its full effectiveness.

Water consumption by data centres is another area of concern, particularly for maintaining cool operating temperatures. Although Scotland generally has ample water resources, recent heatwaves have led to drought conditions in some areas. Modern data centre designs often employ closed-loop water systems, reducing overall consumption. Furthermore, Scotland's cooler climate can lessen the energy needed for cooling. Colin Lindsay, a manager at a subsidiary of Scottish Water, noted that current daily water usage by data centres is less than that of Scotland's public libraries. However, future expansion and localized impacts necessitate careful planning to avoid straining drinking water supplies.

The Scottish government aims to leverage the economic opportunities presented by the growing data centre sector, citing the relative affordability of land in Scotland as an attractive factor for developers. While proponents suggest these projects can create thousands of jobs, the majority of these are temporary construction roles. Operational data centres typically require only a small on-site staff.

Large technology companies, such as Google and those involved with ChatGPT, have the flexibility to shift workloads between data centres globally. This ability allows them to manage energy consumption by not operating at full capacity at all times, providing grid operators with flexibility. Experts suggest that managing the energy demands of data centres is comparable to addressing the increased electricity needs for electric vehicles or heat pumps.

The rapid advancement of AI and the associated growth of new industries present both opportunities and challenges. As the AI revolution unfolds, Scotland's position at the forefront of this development involves a complex interplay of potential economic benefits and environmental considerations.
