San Francisco police are escalating efforts to combat repeat offenders targeting high-end retailers, with recent arrests demonstrating a focused approach by the San Francisco Police Department’s Organized Retail Crime Task Force.
The task force, which REI joined in May 2026, collaborates with retailers to build cases against persistent shoplifters. The strategy involves stores identifying suspected repeat offenders, allowing law enforcement to circulate their information and respond more rapidly when they return.
Recent Arrests Highlight Enforcement
On July 13, store employees alerted police to Erick Rock, 45, allegedly stealing merchandise from the REI store. Officers apprehended Rock as he fled on a bicycle, recovering nearly $1,200 in goods. Investigators subsequently linked Rock to 12 additional alleged thefts totaling over $7,200. He was arrested on July 16, facing charges including second-degree burglary and multiple counts of grand theft and shoplifting.
The following day, July 14, REI reported another alleged habitual thief, Johanna Daniels, 52. Officers arrested Daniels as she fled on foot, recovering more than $600 in merchandise. Her alleged involvement in 10 additional incidents resulted in total losses exceeding $4,700. Daniels was arrested July 17 on charges that included second-degree burglary and grand theft.
On August 19, REI reported a suspect, Dennis Kelley, 51, who allegedly stole from the store multiple times weekly. Kelley was arrested carrying $310 worth of stolen backpacks. Investigators connected Kelley to 16 other theft incidents at the same store, with total losses surpassing $8,000. His charges include organized retail theft and second-degree burglary.
Legal Framework Bolsters Efforts
These enforcement actions are supported by California’s Proposition 36, the “Homelessness, Drug Addiction, and Theft Reduction Act,” approved by voters in November 2024. The law introduced Penal Code Section 666.1, which allows certain misdemeanor theft offenses to be prosecuted as felonies if the suspect has two or more prior convictions for qualifying theft-related offenses.
The crackdown on repeat retail thieves is part of a broader SFPD initiative. During National Blitz Week, from August 1 to 9, the task force conducted operations at various locations, including Stonestown Galleria and several Whole Foods and Walgreens stores, targeting individuals involved in retail theft. These operations resulted in 19 arrests.
