Rubio Restricts Visas for Birth Tourism Ahead of Xi's US Visit

Secretary of State Marco Rubio announced Wednesday that the Trump administration is implementing new restrictions on visas for individuals who engage in or facilitate "birth tourism." The announcement came just hours before Chinese President Xi Jinping's arrival in the United States for a state visit.

"By restricting visa issuance of those who both engage in and profit from this fraud, we are sending a clear message: The United States will not allow foreigners to exploit our immigration system and violate the sanctity of U.S. citizenship," Rubio said in a statement.

The updated visa policies are aimed at foreigners who knowingly participate in, have participated in, or facilitate birth tourism. This includes non-citizens working within the birth tourism industry, individuals who coach visa applicants to commit fraud, and others who support or enable commercial birth tourism operations.

Birth tourism is the practice where individuals travel to the U.S. with the primary purpose of giving birth, thereby securing U.S. citizenship for their child. Federal efforts to combat this practice have frequently focused on operations catering to Chinese clients. Previous Justice Department cases have targeted large-scale birth tourism businesses, and Chinese nationals have utilized clinics on the West Coast and in Saipan, part of the U.S. Commonwealth of the Northern Mariana Islands, for this purpose.

Rep. Brandon Gill, R-Texas, who chairs a House Oversight task force investigating birth tourism, has also highlighted concerns regarding China and Russia in connection with the practice.

The Trump administration has made combating birth tourism a key aspect of its immigration agenda. Following a Supreme Court ruling that upheld birthright citizenship, President Donald Trump issued executive orders aimed at addressing perceived abuses of the U.S. immigration system. One order sought to deny citizenship to children of designated terrorist organizations, while another directed the State Department to deny travel visas or pursue removal actions against individuals believed to be entering the country for birth tourism.

"The Trump Administration is using every tool at our disposal to defend the integrity of U.S. citizenship, protect American public benefits and U.S. taxpayers from exploitation, and safeguard our national security," Rubio stated.

President Xi Jinping's arrival marks the beginning of a White House summit with President Trump scheduled to address a range of critical issues including artificial intelligence, tariffs, rare earth minerals, and fentanyl exports.
