Rep. Ro Khanna, D-Calif., has introduced a 14-point plan he calls 'Team America,' aimed at rebuilding domestic infrastructure and prioritizing the needs of American working families. This initiative emerges as a counterpoint to substantial U.S. involvement in foreign reconstruction efforts, notably a recent memorandum of understanding with Iran.

According to Khanna, President Trump signed a 14-point memorandum with Iran on June 17, intended to foster peace, reopen the Strait of Hormuz, and lay the groundwork for Iran's economic recovery with a potential $300 billion reconstruction and development plan. While the U.S. would not directly finance this, it committed to facilitating the process with regional partners.

Khanna argues that if Washington can negotiate such an agreement for another country, it can and should devise a similar comprehensive plan for its own communities. His "Team America" plan seeks to leverage the full strength of the U.S. government for its citizens, focusing on job creation, cost reduction, and ending foreign conflicts.

Key proposals within the "Team America" plan include:

Healthcare and Housing

  • Medicare for All: Guaranteeing healthcare for all Americans without premiums, deductibles, or denied claims, and canceling all medical debt.
  • Own a Home by 35: Establishing a Housing Guarantee to provide federally backed, zero-down-payment mortgages with low interest rates for individuals with at least seven years of work experience. The plan also aims to prevent large corporate investors from purchasing single-family homes.

Economic and Workforce Development

  • Free Childcare: Offering high-quality childcare options for families earning under $250,000, with childcare workers earning at least $25 per hour. It also includes options for family, friend, and neighbor care, and a stipend for stay-at-home parents.
  • National Industrial Bank: Creating an institution to finance the construction of 100 new factories in deindustrialized areas, supporting domestic manufacturing in sectors like chips, steel, and drones, drawing a parallel to China's investment initiatives.
  • Workers Over AI: Adjusting the tax code to tax automation and artificial intelligence at a rate comparable to human labor to disincentivize job displacement.
  • Federal Jobs Program: Creating one million living-wage national civil service jobs, modeled after the Works Progress Administration, to work on infrastructure and national projects.
  • $25 Minimum Wage and Worker Ownership: Raising the minimum wage to a living wage by 2032 and promoting worker ownership of company stock and profits.
  • 1,000 New Trade Schools and Tech Institutes: Investing in vocational and technical training centers to equip workers with skills in trades and modern technologies.
  • Free Public College and Trade School: Making public college and trade school free for families under $150,000, canceling up to $50,000 in student debt for working families, and increasing teacher salaries and federal K-12 funding.

Governance and Foreign Policy

  • Get Money Out of Politics: Implementing reforms such as banning lobbyist and PAC money, prohibiting congressional stock trading, setting term limits, and working toward a constitutional amendment to overturn Citizens United.
  • No Foreign Wars, No Genocide: Cutting $1 trillion in Pentagon spending over 10 years and ending aid to countries violating human rights.
  • Release All the Epstein Files: Advocating for the full release of documents related to the Jeffrey Epstein case and investigating alleged sex trafficking and rape.
  • Data Center Bill of Rights: Granting communities more power to regulate the construction of data centers and prevent impacts on local power, water, and land use.
  • Tax Billionaire Wealth: Implementing a 5% tax on billionaire wealth to fund social programs and public services.

Khanna believes that by focusing on domestic economic development and the well-being of American families, the nation can regain a sense of confidence and purpose, similar to periods of past national mobilization. He frames this as a necessary "Marshall Plan for America."
