Daniel Dowling-Brooks, 29, who was serving a seven-year sentence for armed kidnapping and grievous bodily harm, has been released early from prison for a second time. He was initially freed seven weeks ahead of schedule in October 2024 as part of an early release scheme. At that time, he declared, "I love my life," while posing with a £150,000 Bentley and referencing Labour politician Keir Starmer.
Dowling-Brooks was later recalled for violating the conditions of his release, though the specific reasons were not detailed. However, he was again released early in May, not as part of any official scheme, with the exact circumstances of this second release remaining unclear. He is currently under license until November 2031.
A social media video showed Dowling-Brooks being met by friends and then driven in a Mercedes SUV by a person wearing a balaclava following his second early release. While in prison, Dowling-Brooks used a contraband mobile phone to post about his experiences, including comments about his impending release and the conditions within the facility.
This case comes as the government recently paused plans for a broader early release program that would have affected an estimated 6,000 prisoners. The pause was initiated by Andy Burnham after public outcry, particularly concerning the potential for individuals convicted of serious crimes, such as the killers of police officer Andrew Harper, to be considered for early release.
Speaking about his original crimes, Dowling-Brooks admitted, "I kidnapped someone who owed my friend money. I tied him up and had him at gunpoint. I beat him up." His mother, Sarah, expressed happiness at his release, stating, "He's going to be good now. He has done his time. I'm so happy he is home."
A Ministry of Justice spokesperson commented that offenders released on license are subject to strict conditions and can be returned to prison if they breach them. The controversy surrounding early releases has led to calls from some politicians for specific exemptions for violent offenders, including killers, rapists, and child abusers.
