Rayner Signals Shift on Labour's Immigration Policy
Deputy leader indicates Home Secretary Mahmood will likely moderate crackdown proposals after internal opposition.
Deputy Labour leader Angela Rayner has signaled that Home Secretary Shabana Mahmood is likely to soften proposed immigration reforms following internal party opposition. The reforms, which had suggested extending the period migrant workers must wait before being eligible for indefinite leave to remain (ILR) to up to 15 years from the current five, faced criticism for being "un-British."
Rayner, who also serves as Housing Secretary, had been among senior MPs expressing concerns about the potential impact of the extended waiting period, particularly on foreign care workers. She had previously stated that making it more difficult for migrants already in the UK to achieve settled status was a "breach of trust."
Speaking on Sunday, Rayner suggested her opposition, along with that of others, had been heard within the Cabinet. She indicated that Mahmood would present a revised system that balances the interests of taxpayers with recognition of contributions made by migrants working in public services.
"I've every confidence that Shabana will come up with a fair system that is fair to the taxpayers of today, that are fair and recognise the contribution that people make who come to this country, who work in our public services," Rayner told Sky News. "And she'll be able to take us forward with our British values that are fair to all."
Rayner affirmed her support for Mahmood's efforts to manage immigration, stating, "that's what British people want to see - a fair process." She noted that over 200 contributions were made to the government's consultation on the proposals, and expressed confidence that Mahmood would deliver plans that are fair to British taxpayers and to those who contribute to the country.
Prime Minister Andy Burnham has supported the principle that ILR should be "a right to be earned" but has not committed to all of Mahmood's initial proposals. Opposition figures have previously suggested that Rayner is now influencing migration policy following Mahmood's perceived concessions to the left wing of the Labour party.
