Rahm Emanuel Proposes Ethics Overhaul, Urges Democrats to Adopt Education Reforms

Former White House Chief of Staff Rahm Emanuel has proposed a five-point ethics plan aimed at cleaning up government, asserting that any potential 2028 Democratic presidential nominee should examine education reforms implemented in Republican-led states.

During an interview at the 2026 Texas Tribune Festival, Emanuel outlined his plan, which he believes would ensure elected officials prioritize public service over personal gain. The proposals include banning stock trading and participation in prediction markets across all three branches of government. Additionally, he suggested a mandatory retirement age of 75 and requiring individuals with a net worth exceeding $1 million to place assets in a blind trust. Emanuel also called for stricter legal regulations, though not constitutional ones, on foreign gifts, investments, and participation.

Emanuel also addressed the state of education, criticizing both major parties. He stated that while Republicans advocate for school vouchers, these often lack accountability. Conversely, he argued that Democrats have neglected core curriculum, standards, and accountability, leading to a decline in educational outcomes for children. Emanuel specifically cited the Democratic Party's shift away from core curriculum and standards in 2012 as a mistake that has harmed students.

He suggested that Democrats acknowledge their past errors and learn from them, emphasizing the need for results above all else. Emanuel pointed to states like Mississippi and Louisiana as examples of where potential presidential candidates could find successful education models, regardless of the state's political leaning. "If you have a successful model, I don't care the political quote unquote red or blue state. I want to know what it is, and can we scale it," he said.

Emanuel expressed concern over national reading and math scores, noting that while science scores are not worsening, the overall situation demands urgent attention. "We are not in a position when 50% of our kids cannot read at grade level, our math scores are worse," he stated, adding, "we don't have a child to waste in this competition for the future."

Emanuel, who has not yet officially declared his candidacy, is currently not among the leading contenders in early polling for the 2028 Democratic presidential nomination.
