Putin Plots Retaliation for Ukraine Refinery Attacks, Warns US Officials

Russian President Vladimir Putin has informed U.S. officials of his intent to escalate attacks on Ukraine, following significant drone strikes on nearly all of Russia's oil refineries. A U.S. official relayed that Putin stated, "Now it's our turn, and we're going at them," signaling a potentially harsher winter for Ukraine.

These remarks come after Ukraine launched its largest drone attack to date, hitting Moscow's main oil refinery. This offensive is part of a broader Ukrainian strategy to target Russia's energy infrastructure, aiming to cut off revenue and pressure the Kremlin. Reports indicate that Ukrainian attacks have damaged 27 of Russia's 32 largest refineries, causing an estimated $20 billion in damage and contributing to a near doubling of global diesel prices.

Former President Donald Trump has publicly urged Ukraine to cease attacks on Russian energy facilities, attributing rising diesel prices to these strikes. Ukrainian President Volodymyr Zelensky, however, has not heeded this call, with officials stating that "hawks" within Ukraine have influenced the decision to pursue ambitious targets within Russia.

Despite the escalating tensions, the U.S. official suggested that Putin and Zelensky might be closer to a peace settlement than perceived, though territorial disputes remain a significant obstacle. Putin's desire to control the Donetsk province is cited as a primary point of contention.

Ukrainian officials have indicated that the war could intensify with the approach of winter, with Russia reportedly planning to target Kyiv's energy systems. Zelensky addressed world leaders at the United Nations General Assembly, stating that while Ukrainians anticipate a harsh winter, they "will have no choice but to make it painful for Russia too."

Efforts to de-escalate the conflict have involved diplomatic engagements. Special envoy Steve Witkoff met with Kremlin envoy Kirill Dmitriev, accompanied by Jared Kushner. Secretary of State Marco Rubio also discussed potential ceasefires with Russian Foreign Minister Sergey Lavrov, noting an interest from both sides in a limited truce focused on grain and energy targets.

Trump has previously attributed the conflict's continuation to animosity between Putin and Zelensky and called for an end to the fighting. Meanwhile, Ukraine continues to bolster its offensive capabilities, with targets now reportedly as far as Siberia.

The conflict has taken a significant toll on Ukraine, with substantial population loss due to emigration and war casualties. The U.S. official acknowledged the resilience of Ukrainian forces but noted that "demographics are not on their side."
