The Premier League is introducing new measures this season to increase transparency regarding referee and VAR decisions. For the first time, the full judgements made by the Key Match Incidents Panel on significant refereeing calls will be published for fans. This initiative is part of three measures aimed at providing greater clarity on officiating.

Previously, the five-member panel has met since the 2022-23 season to assess and vote on every major incident, with feedback provided to clubs and officials. However, these full judgements were kept private, though clubs sometimes leaked the information. The Premier League believes that releasing these documents will offer complete transparency in the evaluation of decisions.

Additionally, selected direct quotes from referees and VAR officials explaining their decisions will be published on the Premier League's Match Centre account on X, its website, and its app. This marks a shift from previously publishing only a general summary of an incident to providing the real-time explanations and thought processes of officials. This will include a referee's description of why a decision was made or the VAR's reasoning for not intervening.

The league is also expanding the use of RefCam, which will broadcast audio between the referee and players for the first time. While this will not be live and will not include conversations with VAR, it will be featured in-game one or two times per round of fixtures.

These steps are being taken by the Premier League and Pro Ref in an effort to increase transparency, though they remain constrained by the International Football Association Board's (Ifab) current refusal to permit live broadcasts of VAR discussions. The Premier League intends to continue discussions with Ifab regarding sharing more VAR communication with the public.
