Oxford Council Declares 'Trans Women Are Women' Amid Single-Sex Spaces Debate

Labour councillors in Oxford have passed a motion stating 'trans women are women,' asserting that the ongoing debate over single-sex spaces constitutes a 'manufactured moral panic.' The vote on Monday aims to ensure continued trans inclusivity in public toilets, community centers, and homelessness services.

This decision follows a Supreme Court ruling in April 2025, which defined 'sex' within the Equality Act as referring to 'biological sex' and 'sex at birth.' The motion, initially proposed by a Green councillor who described the Supreme Court verdict as 'discriminatory,' passed with only two opposing votes and two abstentions.

A subsequent Labour amendment reinforced the motion, stipulating that public and workplace toilets should remain trans inclusive 'to the maximum permissible by law.'

However, some councillors voiced concerns, suggesting the ruling could 'undermine constructive debate' regarding sex-based rights and transgender individuals. Independent Oxford Alliance councillor Judith Harley noted that the motion did not adequately address the current legal standing.

Dr. Max Morris, speaking at the council meeting, characterized the situation as a 'manufactured moral panic' that creates a 'daily nightmare' for transgender, non-binary, and gender non-conforming individuals. He argued that this 'transphobic moral panic' imposes a policing effect on those who do not conform to societal norms.

Dr. Morris also highlighted the discriminatory nature of the Supreme Court ruling and called for a united front against it. He proposed the formation of a cross-party working group to ensure the inclusive implementation of policy.

This stance aligns with a 2021 council vote that overwhelmingly supported 'Becoming a Trans Inclusive Council.' Recommendations from that initiative included adding pronouns to email signatures, establishing gender-neutral toilets, and flying the transgender flag on International Trans Day of Visibility.

Oxford City Council affirmed that the principles of its 2021 motion remain in effect and reflect the council's beliefs. However, it also acknowledged that it 'accepts the interpretation of the courts which are now law.'

In 2016, Oxford City Council previously removed titles such as 'Mr' and 'Mrs,' deeming them 'not inclusive.' The council at that time agreed to incorporate the gender-neutral option 'Mx' and considered phasing out all titles from official forms. This move drew criticism from the late Conservative MP Ann Widdecombe, who called it a 'pointless waste of taxpayers' cash' and an example of 'political correctness.'
