Philip Jerome, 49, has been jailed for 12 months after admitting to four breaches of a stalking prevention order. The order was put in place to protect former pop singer and actress Billie Piper. Jerome appeared at Basingstoke Magistrates' Court on his birthday, having previously pleaded guilty to the charges.
An inspection of Jerome's devices on December 27 revealed four images of Piper saved on his phone. He had also tagged 11 posts and images related to Piper on the social media platform X on four separate days in December. His defense attorney stated that Jerome has a recent autism diagnosis and has been seeking psychological support for his "obsessive" relationships.
Jerome was first made subject to a restraining order in 2018 after attending Piper's home, posting cards through her door, and sending letters. He subsequently breached this order in December of the same year by sending messages to Piper's mother and sister on Facebook, expressing a desire for them to meet. He also attended Piper's home and made comments about her partner.
Investigators also found ring binders at Jerome's residence containing newspaper clippings, event details, and other merchandise related to Piper. In 2022, Jerome was sentenced to 12 months imprisonment for a previous breach of the restraining order, which involved him attending a Comic-Con convention where he took two photographs with Piper on the same day. Security escorted him from the event after Piper recognized him.
The court was also informed that Jerome had a prior conviction for harassment against a female friend dating back to 2012, which involved him sleeping outside her address in the woods. Jerome's actions are described as stemming from an "obsessive" fan with a "sexual interest" in the former pop singer and Doctor Who star.
