Oakland police fatally shot Jose Angel Castillo, 43, on July 13 after he refused commands to drop weapons and lunged at officers, according to authorities. The incident, which occurred near a homeless encampment at 40th Avenue and International Boulevard, is now under investigation by the Alameda County District Attorney's Office.
Newly released police video captures the moments leading up to the shooting. Officers encountered Castillo, who was allegedly carrying two makeshift spears and a hammer. Throughout the confrontation, officers are heard repeatedly ordering him to drop the objects. At one point, an officer states, "You need to drop those right now. We're the police, man."
Castillo appeared to question the officers' actions, repeatedly asking, "What are you doing to me?" and "What have I done?"
As the standoff escalated, officers continued to demand that Castillo drop his weapons. The video shows officers issuing commands such as, "Stop right there," and "Drop the knife." Castillo is heard responding, "No! No! Leave me alone!"
The encounter culminated in gunfire. Immediately after, an officer is heard radioing, "Shots fired, shots fired!" Police stated that Castillo refused commands and lunged at officers with a weapon, prompting them to use both less-lethal and lethal force. Castillo was struck by gunfire and died at the scene despite officers' attempts to administer life-saving measures.
No officers or bystanders were physically injured during the incident. The officers involved have been placed on paid administrative leave, a standard procedure following such encounters.
Civil rights attorney Jim Chanin expressed concerns about the use of force, telling KTVU, "There are lots of people who are threats, the question is, does it – what kind of force is justified?"
The Oakland Police Department is conducting its own criminal and administrative investigations into the use of force. The Community Police Review Agency has also been notified. The department stated its commitment to transparency and will release further updates as appropriate.
