NYC Woman Wins $4,000 for Reporting Illegal Trash Dumping

A Staten Island resident received a $4,000 reward for reporting a man who illegally dumped trash at a public bus stop, participating in a New York City program designed to combat illegal dumping. The woman, who asked to be identified as Amy, received half of the $8,000 fine levied against the offender.

The tipster program, launched by the city's Department of Sanitation (DSNY) last November, allows informants to receive up to 50% of the fines collected from individuals caught illegally dumping. Amy captured video footage of the man discarding five garbage bags near the corner of Decker and Barrett avenues in Staten Island. The clear view of the vehicle's license plate in the video enabled the DSNY to identify and penalize the dumpers.

Amy did not confront the man directly but reported the incident through the city's 311 system and shared the video on a local Facebook group. She was unaware of the reward program at the time but was surprised and pleased to learn she was eligible for a payout.

"I was shocked. They told me I’d get a reward, and I was like, ‘no way,'" Amy told The Post, recalling her disbelief when she received the $4,000 check, which she used to pay bills and treat herself.

Illegal dumping, defined as discarding trash from a vehicle onto public property, carries fines ranging from $4,000 to $18,000. The DSNY initiated the Illegal Dumping Award Program to encourage residents to report such activities, noting that they previously struggled to curb repeated dumping in certain areas. Since its inception, 29 individuals have reported illegal dumping incidents, collectively earning over $116,000.
