NYC Mayor Mamdani Faces Pressure from Democratic Socialists Over ICE Shooting

New York City's Democratic Socialists are calling for the dismissal of NYPD Commissioner Jessica Tisch, escalating tensions with Mayor Zohran Mamdani following a recent shooting incident involving Immigration and Customs Enforcement (ICE) agents in the Bronx. The group has also demanded the dismantling of two specialized NYPD units, accusing Mamdani's administration of failing to adequately confront federal immigration enforcement.

The controversy erupted last Thursday when ICE agents opened fire on Oscar Belgal, a 28-year-old Dominican national, during an attempted arrest in the Marble Hill neighborhood. Belgal was struck in the neck while his five-year-old son was present in the vehicle, though the child was unharmed. The incident has prompted protests and renewed scrutiny of ICE operations.

Federal officials stated their agents fired their weapons because they perceived a threat to their lives after Belgal allegedly accelerated his vehicle and struck two government cars while attempting to evade arrest. Marcos Charles, head of ICE's Enforcement and Removal Operations, defended the agents' actions, asserting they acted according to their training and in response to perceived danger.

However, surveillance footage released by the NYPD has introduced questions regarding the circumstances of the shooting. One recording shows two plainclothes ICE officers approaching Belgal's vehicle with drawn firearms, with one agent striking the car's window with his weapon before the vehicle drives away and is later seen stopped against a concrete barrier, its windows damaged by bullets. The footage does not explicitly depict the shooting itself, leaving ambiguity about the use of force.

NYPD Commissioner Tisch confirmed that federal officers discharged seven rounds during the encounter. The NYPD was not involved in the initial immigration operation but responded afterward to transport Belgal to a hospital. Body-camera footage from responding NYPD officers shows Belgal being attended to and then transported to a local hospital.

The shooting has also brought attention to Belgal's criminal history. Federal officials have stated he is associated with a robbery crew and was previously convicted of grand larceny, receiving probation. He has also pleaded not guilty to separate narcotics charges. However, Darializa Avila Chevalier, a Democratic Socialist congressional candidate, criticized Tisch for publicly discussing Belgal's record, accusing the commissioner of attempting to demonize the victim and shielding ICE officers.

Mayor Mamdani has resisted the calls for Tisch's removal, stating he has no plans to replace the commissioner. He emphasized that the NYPD was not present during the ICE shooting and that his officers responded to a 911 call to provide medical assistance. Mamdani indicated that a review of the entire 24-hour period surrounding the incident would be conducted, including the NYPD's response to subsequent protests and the use of private parking lots for federal operations.

While Mamdani had previously stated there were no plans to change NYPD leadership, he pledged to examine all actions the city could take to protect New Yorkers from ICE. The mayor had earlier condemned the shooting as an "outrage" with "no justification."

Belgal remains in federal custody, and his legal team has challenged his detention. Mamdani and Governor Kathy Hochul have also urged federal officials to release him. Homeland Security Secretary Markwayne Mullin has defended the ICE operation, criticizing New York officials for hindering immigration enforcement.

The Bronx District Attorney's Office is investigating the shooting, and federal authorities have committed to releasing their agents' body-camera footage. | "Mayor Zohran Mamdani has resisted demands from his socialist allies to fire Jessica Tisch, insisting he has no plans to replace the NYPD commissioner"
