A police officer is facing a misconduct hearing over allegations of using unreasonable force during the arrest of a suspect in May 2023. PC Richard Williams faces eight separate allegations related to the arrest of Steven Clark in Porthmadog, Gwynedd.

The allegations include the use of a headlock, unreasonable use of incapacitant spray, and throwing or dropping Mr. Clark into the back of a police van. During the arrest, it is alleged PC Williams used handcuffs in a manner that caused pain to Mr. Clark's wrist, to which the suspect reacted.

Police were initially called to the scene following a report of a domestic argument. A woman at the scene told officers that Mr. Clark, then 34, was under the influence of drugs. The misconduct hearing has been presented with body-worn camera footage from officers and mobile phone video recorded by onlookers.

PC Williams denies all wrongdoing. He was previously cleared of assault and intentional strangulation following a trial in Caernarfon in 2025.
