One of the five men apprehended near RAF Fairford in the early hours of Sunday morning contacted emergency services himself, the BBC has learned. This individual reportedly made a 999 call nearly an hour before a farmer alerted authorities to the presence of individuals in balaclavas.
The five men were subsequently released on bail on Monday. Police described the decision as an "investigative decision... grounded in experience and strategy."
