Musk Suggests U.S. Military Controls Ukraine's Starlink Speed Limits

Elon Musk has indicated that the United States government, not his company SpaceX, is responsible for any limitations placed on the speed and usage of its Starlink internet service in Ukraine, particularly concerning military applications. Musk stated on the social media platform X that "Starshield systems are owned and controlled by the US government. Any limits on speed or usage are decided by the US military and ultimately POTUS."

This assertion comes after Ukrainian officials reported unexpected speed restrictions on Starlink that were disrupting battlefield missions. An advisor to President Zelensky suggested these limitations were not coincidental and were linked to recent tensions between Kyiv and Washington. Previously, Ukraine had requested the restoration of full connectivity, with President Zelensky expressing hope that the issue was a technical error.

Starlink, a service providing internet access via a constellation of satellites, had reportedly imposed speed limits of 100 mph (160 km/h) on Tuesday night. This meant that any weapons traveling faster than this threshold would lose connectivity to the network. Ukrainian officials stated that by Wednesday evening, access had been partially restored.

Mykhailo Fedorov, the former defense minister of Ukraine, urged the complete removal of Starshield's speed limits, emphasizing its critical importance for Ukraine's defense. Musk responded to this plea by clarifying the distinction between Starlink, a civilian service, and Starshield, which he described as designed for government and military use.

Musk further stated that Starlink is intended for civilian or defensive activities and "cannot be used for offensive military action, as doing so would be inappropriate for a commercial company." The U.S. government has not yet commented on the situation. The restrictions were implemented as Russia launched attacks on Ukraine, impacting communications and energy facilities.
