Mother Spared Jail After Pocketing £20,000 in Benefits Fraud

Chantelle Crookes, 32, has avoided jail after fraudulently claiming over £20,000 in benefits by failing to declare her estranged husband had moved back in with her. Crookes falsely claimed to be the sole adult occupant at her home in Norfolk, which allowed her to receive Universal Credit and council tax support from Breckland District Council. This allowed her bills to be discounted for approximately four years, from February 2021 to September 2024, until benefits staff uncovered the fraud.

Norwich Magistrates' Court heard that Crookes ran the scheme for 191 weeks, accumulating a total of £20,595. The offenses typically carry a prison sentence of one to three years. However, Crookes was sentenced to a 12-month community order, including 120 hours of unpaid work, after the court was informed she was repaying the stolen funds.

Emma Pocknell, prosecuting, stated that Crookes dishonestly failed to report changes in her circumstances to the Department for Work and Pensions. She also admitted to false representation on a benefits claim made in April 2023, when she did not declare that she was 'maintaining a common household' with her husband.

Annette Hall, representing Crookes, argued that this was her first offense and that the fraud was committed partly out of necessity. Hall explained that Crookes was struggling to cover expenses with her family income and was also dealing with physical and mental health issues while raising three young children. "The claims were started legitimately at the beginning and then the circumstances changed, but that coincided with her health taking a downturn," Hall said, adding that the situation "spiralled out of control."
