Mother-of-Three Fatally Stabbed by Ex-Partner While Under Electronic Tag

A man who stabbed his ex-partner to death was under an electronic tagging order for a previous knife attack on her, which left her face scarred. Lee Inglis, 39, admitted to murdering mother-of-three Stacey Hogg, 35, in what prosecutors described as a jealous rage.

Inglis had been given a Community Payback Order (CPO) and a curfew, which was still in effect at the time of the killing on June 25. The incident has drawn criticism from Scottish Conservative justice spokesman Stephen Kerr, who called it an "appalling case of SNP soft-touch justice." He argued that "a violent offender like this should never have been free to offend again and ultimately brutally murder a woman in her home."

The court heard that Inglis had two convictions from December 2021 for which he received CPOs and a non-harassment order. Despite this, he breached the order to contact Ms. Hogg twice, severely injuring and permanently disfiguring her in an October 2024 attack. Ms. Hogg's friends had repeatedly advised her to contact the police due to concerns for her safety, and she had indicated she would do so if the situation escalated.

Ten months prior to her death, Ms. Hogg had tried to distance herself from Inglis and began a new relationship. Upon learning of this, Inglis sent her numerous aggressive messages, threatening her if she became involved with anyone else. He later told police that he had intended to decapitate Ms. Hogg during the frenzied attack but found it "too difficult." He also stated that he considered Ms. Hogg his "possession" and that "if he could not have her, no one could."

Ms. Hogg was at home watching television when doorbell camera footage showed Inglis approaching her house shortly after 7 a.m. Approximately six minutes later, she confronted her killer. After repeatedly stabbing her in the neck with a kitchen knife, Inglis returned home and instructed his mother to call the police, stating, "I have just killed Stacey."

A psychiatric examination found Inglis to have a personality disorder, but concluded he was responsible for his actions and fit to stand trial. Ms. Hogg's family members were present in court during Inglis's plea.

Detective Inspector Ross Duthie stated, "Inglis is a violent and dangerous individual who will now face the consequences of his despicable actions." Inglis is scheduled to be sentenced next month. A new law that will allow courts to use GPS tracking and tagging as part of judicial disposals is set to take effect in December, weeks after Ms. Hogg's death.
