Massachusetts Woman Accused of Masterminding $6 Million Sham Marriage Scheme

A Massachusetts woman is accused of orchestrating a large-scale marriage fraud scheme that generated an estimated $6 million over the past decade, according to the Department of Justice. Jennifer Gonzalez, a U.S. citizen, allegedly arranged sham marriages to help foreign nationals secure green cards and U.S. citizenship.

Prosecutors allege that Gonzalez, 43, collected up to $40,000 per marriage and facilitated as many as 20 such unions annually. Her female employees reportedly served as the brides in these fraudulent marriages, wedding clients seeking legal status in the United States. U.S. Attorney Leah Foley stated that Gonzalez bragged about investing her earnings in businesses and property in the Dominican Republic, which she referred to as "my country."

The scheme began to unravel when Gonzalez allegedly confided details to a witness cooperating with federal law enforcement, believing the individual to be an undocumented immigrant. During a recorded conversation, Gonzalez reportedly described Massachusetts as a "sanctuary state" where immigrants receive significant assistance. She also indicated that her aim was to provide land in the Dominican Republic for her children.

Gonzalez reportedly told the cooperating witness that she ceased arranging marriages at the end of 2024, citing concerns about a potential change in presidential administration, and shut down the operation entirely in 2025 due to increased immigration enforcement. Foley characterized Gonzalez as the "ringleader" of the operation.

Amara Pugh, 31, identified as Gonzalez's secretary, along with alleged co-conspirators Jessica Tavares, 31, Erica Daniels, 29, and Jaylin Hill, 26, are accused of participating in the marriages. Gonzalez herself is also alleged to have entered into a sham marriage with an undocumented immigrant. Court documents released by the Justice Department include photographs of at least two alleged marriage ceremonies.

Jessica Tavares, an alleged co-conspirator, marrying an illegal immigrant from Brazil in May 2018.

Erica Daniels, another alleged co-conspirator, marrying an illegal immigrant from Brazil.

Authorities indicated that in many instances, the women involved would remain married to undocumented immigrants for several years before divorcing and entering into new marriages with other clients, sometimes as quickly as a month after a previous divorce.

Further allegations suggest Gonzalez defrauded the Supplemental Nutrition Assistance Program (SNAP), receiving over $124,000 between 2019 and 2026. Prosecutors claim she failed to report income from her marriage fraud activities and did not disclose her household members, including the undocumented immigrant she married and the father of her children, whom she referred to as her husband.

Gonzalez, Pugh, Tavares, and two other individuals involved in the conspiracy were arrested Wednesday morning. Hill is currently incarcerated on a firearms offense.
