Lawrence, Massachusetts Mayor Brian DePena has been charged with wire fraud and money laundering for allegedly misappropriating over $1 million in COVID-19 relief funds. DePena, who was elected mayor in November 2021 and re-elected in November 2025, made an initial appearance in federal court in Boston on Friday.
Prosecutors allege that DePena obtained more than $1.5 million in COVID-19 small-business loans for his tire sales business. The funds were allegedly used to finance his mayoral campaign, cover personal taxes, and pay off over $880,000 in high-interest mortgages on properties in Lawrence. United States Attorney Leah B. Foley stated that DePena "betrayed that trust through his alleged corruption and lies."
DePena was released on conditions including surrendering his passport and refraining from seeking new loans without court approval. Footage outside the courthouse showed the 61-year-old smiling and waving to reporters. When asked about resigning, he responded, "God bless." His lawyer repeatedly stated "no comment" before adding that DePena "doesn't speak English."
A spokesperson for the mayor did not confirm whether DePena speaks English and offered no comment on the courthouse video. The spokesperson noted that the mayor has requested interpreter assistance on prior occasions and may do so again at his discretion.
DePena previously served six years on the Lawrence City Council. If convicted of wire fraud, he faces up to 20 years in prison, three years of supervised release, and a fine of up to $250,000. A conviction on the money laundering charge could result in a sentence of up to 10 years in prison, three years of supervised release, and a $250,000 fine.
