Maryland Mother Claims Man Living in Sewer Harassing Children

A Maryland mother has voiced distress over a man she alleges is living in sewage drains near her home and harassing her children, describing the situation as "unbelievable."

Unique Wiggins, a resident of the Lutherville-Timonium area in Baltimore County, recounted an incident where her 21-year-old daughter called her expressing fear, reporting that a man from the sewer system had told her not to walk in a particular area and to "just dip."

Wiggins stated that her children had made similar complaints at least four times. Upon investigating, she heard someone singing from the sewer and confronted the individual. Wiggins recalled telling the man to "leave my f***ing kids alone," to which he retorted that Wiggins should tell the children to leave him alone. Wiggins questioned how children could be bothering someone living in a sewer.

According to CBS Baltimore, Wiggins contacted Baltimore County police, citing the man's alleged interactions with and pursuit of her children. She reported that police informed her their response was limited because sewer lines and culverts are considered public property.

Wiggins, who moved to the area in May, expressed a feeling of not being "protected." She stated, "I'm not saying this gentleman should necessarily go to jail, but he should not live in the sewer." She added, "He should not be able to be down there."

Video captured by Wiggins' children shows a police officer speaking to the man through the sewer opening, saying, "Get dressed, then come on out, okay?"

Wiggins has requested that authorities install a "no trespassing" sign at the sewer site and cover its openings. "I would like Baltimore County to make me feel like I am a member of this community," she said.

Additionally, Wiggins suspects the man has trespassed on her property and entered her vehicle. The man was arrested on October 13 and released on his own recognizance, Baltimore County Police told the outlet. A peace order was issued on Thursday, but it is set to expire on October 26.

On Friday, Wiggins posted on Facebook that the man had become "irate" and yelled at her after her initial confrontation. She shared footage of the man shirtless, appearing to scratch himself, and shouting from across the street. Wiggins questioned why the man was allowed to "live in a drain" in a community with children and public schools, calling the situation "inhumane."
