Manchester City Found Guilty of Most Financial Rule Breaches

An independent panel has found Manchester City guilty of breaching the majority of the 115 Premier League financial rules they were accused of violating. The Premier League declined to comment on the decision, and Manchester City also withheld comment, stating that the league's process remains ongoing and subject to strict confidentiality.

The club has maintained its innocence throughout the proceedings and has indicated that it will appeal the findings. Other Premier League clubs have reportedly been informed of the decision and are said to be seeking legal advice regarding potential compensation claims.

The charges stem from a four-year investigation that led to Manchester City being referred to an independent commission in February 2023. The allegations cover breaches of financial rules between 2009 and 2018. The hearing, which began in September 2024 and concluded in December, was held behind closed doors and lasted approximately 12 weeks.

The Premier League had claimed that Manchester City failed to provide accurate financial information that presented a true and fair view of the club's financial position. The club has consistently denied these charges, asserting they possess comprehensive and irrefutable evidence to support their case.

During the period under investigation, from 2009 to 2018, Manchester City secured eight trophies, including three Premier League titles, three League Cups, one Community Shield, and one FA Cup. The charges encompass the managerial tenures of Roberto Mancini and Manuel Pellegrini, as well as the first two years under Pep Guardiola, who departed the club at the end of the 2025-26 campaign after a decade.

Separately, Manchester City was involved in a legal challenge concerning the Premier League's Associated Party Transaction (APT) regulations. An independent arbitration panel ruled against certain aspects of these regulations in 2024, following an arbitration challenge initiated by the club. A tribunal in February 2025 found the league's sponsorship deal rules from 2021 to 2024 to be void and unenforceable. Manchester City and the Premier League reached a settlement in September 2025, agreeing that the APT rules are valid and binding, and terminating all legal proceedings.
