Manchester City Faces Scrutiny Over Allegations of Financial Misconduct

The Premier League has revealed extensive allegations against Manchester City concerning financial breaches that allegedly occurred between 2009 and 2018. The league's verdict, detailed in thousands of pages of evidence, outlines accusations of "serious breaches" of financial rules, including the misrepresentation of club income and expenditures.

According to the league's findings, Manchester City is accused of artificially inflating its commercial revenue by approximately £900 million. The club allegedly entered into "sham contracts" with commercial partners, which misrepresented the true nature of the agreements. A significant portion of the reported income was reportedly funded by the Abu Dhabi United Group (ADUG), the club's owner, rather than independent commercial sponsors.

Further allegations include "sham" agreements used to reduce the club's reported operating expenses and a circular arrangement involving the sale of players' image rights, also allegedly funded by ADUG. These practices, the Premier League claims, resulted in the club filing misstated accounts and concealing its true financial position from auditors and regulators. The league states that had the club reported accurately, it would have been in significant breach of both Premier League and UEFA spending limits during the period in question, a time when the club won eight major trophies.

Adding to the scrutiny, the Premier League's verdict also points to accusations that key witnesses provided false evidence to the independent panel overseeing the case. The league asserts that some individuals gave testimony they knew to be untrue, describing the club's core defense as an explanation "concocted well after the event in an attempt to obscure and conceal the realities of the Disguised Funding Scheme."

The proceedings, which concluded in December 2024, reportedly involved 42 days of hearings and over 7,000 pages of transcripts. While Manchester City has reportedly accused the Premier League of pursuing a "conspiracy theory," the league is committed to moving forward with the disciplinary process.

All potential punishments, including expulsion, transfer bans, and points deductions, remain on the table. A sanction hearing is scheduled to take place, though it is unclear if any sanctions will be imposed before the club's anticipated appeal. Premier League chief executive Richard Masters stated that the league is committed to swift resolution to provide certainty for clubs and fans.
