Philadelphia police are seeking the public's assistance in identifying a man wearing a doll-like mask who has been terrorizing residents. The suspect has allegedly threatened and chased at least half a dozen individuals in the vicinity of City Hall over the past week.
In one documented incident on August 12, surveillance video captured the masked man pursuing a woman on a morning run. Police reported that the suspect made threatening comments while concealing his hand behind his back, causing the woman to stumble and sustain an injury. The man then fled into an underground rail station.
Philadelphia Police Department Captain Jason Smith stated that the man appears to be recording the encounters with his cellphone, which has its light illuminated. Police released photos and video footage of the suspect as they try to identify him. The motive behind these incidents remains unclear, with authorities not ruling out the possibility of them being part of a social media trend.
One witness, Luanda Marinho, described an encounter where the masked man approached her and a friend. "He starts asking, 'Do you guys want to race me? I bet I am faster than you. Want to race me?' He asked a few times, but none of us acknowledged him. Very weird," Marinho told CBS. The experience left her considering altering her running route, describing the event as "just weird, like some twisted game."
The suspect faces charges including terroristic threats and simple assault, among other offenses.
