Karnell Kelly, 25, has been identified as the man who died after jumping into a canal while fleeing police at the Notting Hill Carnival in London. The incident occurred Monday afternoon, and Kelly was pulled from the Grand Union Canal near a park in North Kensington.

He received CPR at the scene and was transported to a hospital, where he was pronounced dead at 4:45 p.m. Officers had briefly approached Kelly, who was wearing a face covering, as he neared the carnival area around 3:30 p.m. He then ran from the officers and entered the canal after a pursuit down Hormead Road.

The Independent Office for Police Conduct (IOPC) has initiated an investigation into Kelly's death and will review body-worn camera footage from the officers involved. As of Friday, investigators have interviewed 10 officers, who are being treated as witnesses. Divers from the Metropolitan Police's Marine Policing Unit conducted a search of the canal on Wednesday to determine the cause of injuries sustained by both Kelly and a police officer.
