Mohamed Abotaka, 36, has been charged with the murder of 52-year-old Ali Barzai, Devon and Cornwall Police announced. Abotaka is scheduled to appear in court on Monday.
Authorities discovered Barzai's body in a service lane off Grand Parade around 6:40 a.m. BST on Wednesday. A police cordon was established in the area following the discovery.
Detective Inspector Chris Lithgow urged the public to refrain from speculation and stated that a heightened police presence would be maintained in the vicinity for the coming days.
