Tsegaab Binessu, 30, has been charged with three counts of second-degree murder in connection with the deaths of three employees at a St. Paul, Minnesota, apartment complex. The alleged shooting occurred Monday afternoon following a dispute over a parking contract.

Police responded to the apartment complex around 4:10 p.m. on Monday, where they found three deceased individuals identified as Nansi Fuentes Zambrano, 25, Dena Silcox, 56, and Adam Wilwerding, 43. All three victims worked at the complex's leasing office.

Surveillance footage reportedly captured Binessu shooting two of the victims six times each, and the third victim out of frame. Screams and four gunshots were allegedly heard on the recording. According to charging documents, the killings were committed with intent but were not premeditated.

Binessu, a legal immigrant from Ethiopia who has resided in the U.S. for at least seven years, was arrested approximately 10 hours later, around 2 a.m. Tuesday, in Virginia, Minnesota, about 100 miles from the crime scene. Authorities reported finding his U.S. passport, Social Security card, permit to carry, and an empty magazine in his possession. He was reportedly driving one of the victims' cars at the time of his arrest.

Binessu admitted to police that he had visited the leasing office. He had reportedly been attempting to cancel his garage parking contract and had contacted the office prior to his in-person visit. Charging documents indicate that staff were unable to modify his contract, leading to an argument that escalated to the fatal shootings.

Residents of the apartment complex expressed grief over the loss of their neighbors and the leasing office employees. Management for the complex released a statement saying their "hearts are broken" for the victims' families and friends. The Saint Paul Police Department also offered condolences to the victims and their loved ones.

Fuentes Zambrano was described by her family as "a beloved daughter, sister, aunt to three wonderful children, and devoted girlfriend" and a "big dreamer who worked tirelessly to accomplish her dreams." Silcox was remembered as a mother with a "vibrant spirit." Wilwerding was described by his sister as "a caring and amazing person inside and out. The best brother, best son, and best uncle."

Binessu's first court appearance was on Wednesday, with his next scheduled for August 13. It remains unclear if he has retained legal counsel.
