A 30-year-old man, Tsegaab Binessu, originally from Ethiopia, has been arrested and charged with second-degree murder in connection with the deaths of three staff members at a St. Paul, Minnesota, apartment complex. The alleged killings occurred on Monday following a dispute over Binessu's attempt to cancel his $65-a-month parking garage contract.

According to court documents, Binessu had recently renewed his parking contract and was informed by staff that he could not cancel it. He reportedly stated he would go to the leasing office, and shortly after, allegedly shot and killed Nansi Fuentes Zambrano, 25, Dena Silcox, 56, and Adam Wilwerding, 43. Wilwerding, the community manager, was reportedly shot six times, and Silcox, the assistant manager who had worked at the complex for nearly a decade, was shot five times in rapid succession. Fuentes Zambrano was found with a gunshot wound to the head, having attempted to escape through a window.

Investigators recovered 21 spent shell casings from the scene. Surveillance video reportedly captured screams from inside the office.

Binessu was apprehended in Virginia, Minnesota, approximately 200 miles from the crime scene. He allegedly confessed to the killings in a call with his roommate, who then contacted law enforcement. During his interrogation, Binessu reportedly expressed that he "hated the American system" and claimed he had been trying for seven years to bring his wife and children from Ethiopia, but immigration processes had stymied his efforts, contributing to his divorce.

Court documents state that Binessu believes he was treated unfairly due to his race and immigrant status. He also reportedly told investigators he quit his truck driver job due to stress and felt that life without his family no longer made sense.

Tributes have been paid to the victims. Friends described Silcox as having a "vibrant spirit." Her father remembered her as a "fabulous piano player," while her brother noted she had "a fire in her belly." Velazquez, a friend of Fuentes Zambrano, stated that she "deserved so much more." Ashley Chester, a resident of the apartment complex, remembered Wilwerding as being loved by tenants, describing the victims as "good people."

Binessu faces up to 40 years in prison for each murder charge. He is scheduled to appear in court on Wednesday.
