A Houston man has been arrested in connection with an alleged assault and attempted drowning of a woman along White Oak Bayou. The incident occurred Monday evening, and the suspect, identified as 19-year-old Jacoby Isiah Fuselier, was apprehended after a brief chase and struggle.
The woman told authorities that Fuselier attacked her while she was exercising. She managed to fight back, gouging his eyes and pulling out his hair before escaping. She then found deputy constables and was taken to a hospital for treatment.
Deputies from Harris County Precinct 1 Constable Alan Rosen's office used a drone to survey the area and discovered evidence of a struggle, including claw marks in the mud and grass along the bayou's bank. They also followed fresh bicycle tracks from the scene to a residential street.
Surveillance video from a home in the neighborhood showed a man on a bicycle matching the description of the assailant. While investigating in the area, Fuselier allegedly approached another woman but fled when her husband came outside. This second woman reported that a man on a bike had whistled at her shortly before her husband emerged.
Fuselier was taken into custody and was found in possession of the female jogger's cell phone. He was initially charged with evading arrest, followed by two counts of aggravated sexual assault.
"This is an incredible story of [a] woman’s strength and will to survive," Constable Rosen stated. "We want to see that justice is done for her and we are thankful for the hard work by our deputies."
