A Mount Vernon man, Michael Foster, 58, has been charged with murder for allegedly shooting and killing his niece, Julia Anderson, 39, on Monday outside her Bronx workplace. Law enforcement sources indicated the dispute stemmed from a bitter disagreement over a family home in Westchester County. Anderson was shot multiple times in the abdomen as she attempted to enter her vehicle in Wakefield.
Foster's criminal history includes a prior conviction for the 1988 drive-by shooting death of Calvin Reed, who was the father of former NFL running back Ray Rice. State corrections records show Foster was one of four individuals charged in Reed's killing. At the time of Reed's death, Rice was an infant. Foster was convicted of first-degree manslaughter and received a sentence of 4 to 20 years in state prison. He was denied parole three times before his release in 1999.
Property records confirm that Foster and his niece were involved in a legal dispute concerning a property located at 18 Bell Avenue in Mount Vernon. Foster was arraigned in Bronx Criminal Court on Thursday in connection with Anderson's death. Additional reporting was provided by Peter Senzamici.
