Elaine Luria, a former two-term congresswoman, has secured the Democratic nomination to face incumbent Republican Jennifer Kiggans in Virginia's 2nd Congressional District. The outcome sets the stage for a rematch in a district that stretches from the Eastern Shore to Virginia Beach.

Luria, a retired Naval commander, entered the primary as a frontrunner with significant name recognition and the support of many within the state's Democratic party. She defeated primary challengers Dr. Sudipta "Nila" Devanath, businessman Bill Fleming, and former USAID staffer Patrick Mosolf.

This election cycle follows a significant setback for Democrats when the Virginia Supreme Court rejected a proposed redistricting map. Democrats had sought to redraw congressional boundaries to dramatically shift the state's delegation from a narrow 6-5 Democratic advantage to a 10-1 lead. The court's decision affirmed adherence to the state's constitutional amendment process, which former Virginia Attorney General Jason Miyares characterized as a "win for the rule of law."

The Virginia 2nd District is anticipated to be one of the most closely contested congressional races in the state this fall, drawing attention from both national parties as they vie for control of the House of Representatives.
