The Los Angeles Police Department has released bodycam footage depicting a violent confrontation that occurred on May 16, where officers opened fire on a man who allegedly threw knives at them. The incident began around 1:35 a.m. when officers responded to a 911 call reporting an assault with a deadly weapon in progress at a home on Orme Avenue in Boyle Heights.

The initial 911 caller, who identified herself as the mother of 40-year-old Robert Velasquez, told dispatchers that her son, a convicted felon on parole, was experiencing a violent paranoid schizophrenic episode. She reported that Velasquez had a knife and was threatening to harm himself after breaking into his aunt's house and arguing with family members. "Please go right now," the caller urged the dispatcher, stating that her sister and niece were also scared.

Several minutes later, a second caller reported that Velasquez had fled to a nearby street, screaming and possibly under the influence of narcotics. Additional 911 calls reported that Velasquez was assaulting a woman at this new location, prompting the LAPD to dispatch more officers.

Upon arrival, officers encountered a family member outside a residence. Bodycam footage shows that as officers were speaking with the individual, Velasquez emerged from the front door, armed with two knives and a grilling fork. Officers instructed Velasquez to drop the weapons, but he allegedly threw one of the knives at them. He then advanced on the officers, still armed with a knife and the grilling fork, leading to the initial gunfire.

Footage shows Velasquez was struck and fell to the ground but attempted to stand up while still holding a knife and the grilling fork. Officers then opened fire again. After Velasquez raised his arm and threw his second knife at the officers before collapsing and crying out, a third officer discharged a 40mm foam projectile to subdue him. In total, nine shots were fired, along with the foam projectile.

Officers provided immediate medical aid until paramedics arrived and transported Velasquez to a local hospital for treatment. Two knives and a grilling fork were recovered from the scene as evidence. No bystanders or officers sustained injuries during the incident.

Following his treatment, Velasquez was transferred to the Twin Towers Correctional Facility, where he is being held on $125,000 bail. He faces charges of assault with a deadly weapon on a peace officer and is scheduled to appear in court on July 6.

The LAPD released the bodycam video and audio recordings of the 911 calls in accordance with department protocols. LAPD Captain Mike Bland stated that the department and the police commission will review the shooting to determine if officers adhered to the LAPD's use-of-force policies. An investigation and analysis of the incident are ongoing.
