Kentucky Governor Andy Beshear Advocates for National Pre-K Expansion

Kentucky Governor Andy Beshear, who is exploring a potential presidential bid, is advocating for a significant federal push to expand access to preschool and childcare. He argues that such initiatives are crucial for children's development, parental workforce participation, and the nation's economic future.

Beshear's focus on early childhood education stems from his experience in Kentucky, where he has faced Republican opposition to fully funding universal pre-kindergarten programs. Despite a state surplus, legislative leadership has blocked budget allocations for expanded pre-K. To circumvent this, Beshear has utilized federal Workforce Innovation and Opportunity Act (WIOA) funds to launch five pilot pre-K programs across the state, which he describes as successful and impactful for parents regardless of their political affiliation.

"What we need is for it to get to a vote, because this is the top polling education issue among Republicans," Beshear stated, referencing the broad support for pre-K among his state's Republican voters. He believes that witnessing the success of the pilot programs, particularly one in the state capital, may persuade lawmakers to support broader expansion.

From a national perspective, Beshear believes there is a clear role for the federal government in ensuring pre-K access for all 4-year-olds. He sees this as a bipartisan issue that could unite Democrats and Republicans. "I do believe that Congress should take action to make sure that every state provides pre-K for 4-year-olds," he said. "That’d be something that would be good for the United States that could actually bring Democrats and Republicans together and lift up people in all 50 states."

Beyond pre-K, Beshear acknowledges the complexity of the broader childcare challenge. He supports exploring ways to augment existing childcare systems and address
